After viewing the Irrigation and Drainage Law issued in Law 12 for the Year 1984 amended in Law 213 for the year 1994,
The executive regulations of the Irrigation and Drainage Law issued via a decree number 14717 of the Minister of Irrigation for the year 1987,
And Based on what the State Council has deemed,

Has decided:

Chapter 1: Purification of Private Mesqas and Drains

Chapter 2: Irrigation of New Lands

Chapter 3: Water Users Unions In New Lands

Chapter 4: Farmers' Management and Utilization of Advanced Field Irrigation Systems in the Old Lands

Chapter 5: Mesqa Development and Maintenance Projects Fund
