Decree 14867 for the Year 1991
Regarding the Modification of Some Categories of the Charges of Utilizing the Public Territories of the Nile River Stream stated in the Ministerial Decree Number 14717 for the Year 1987 by Issuing the Regulations of the Irrigation and Drainage Law Number
 12 for the Year 1984

The Minister of Public Works and Water Resources


After viewing law 43 for the year 1979 concerning issuance of code of the local government system,
Law 143 for the year 1981 regarding desert lands,
Law 100 for the year 1964 pertaining to organizing the renting and administration of state-owned property,
Law 48 for the year 1982 regarding protection of Nile River and water courses from pollution,
Law 12 for the year 1984 pertaining to issuance of Irrigation and Drainage Law,
Republican Decree number 653 for the year 1980 concerning  reorganization of the Ministry of Irrigation,
Decree 918 of the prime minister for the year 1982 with respect to the Nile River stream as a utility of special nature,
Decree 8 of the Minister of Irrigation for the year 1983 concerning issuance of the executive regulations of law 48 for the year 1982 referred to,
Decree 14717 of the Minister of Irrigation for the year 1987 pertaining to issuance of the executive regulations of law 12 for the year 1984 referred to,
Republican Decree 449 for the year 1987 regarding the change of the name of the Ministry of Irrigation to the Ministry of Public Works and Water Resources,
Our decrees number 123 dated 26/9/1989, number 361 dated 20/11/1989 and number 276 dated 9/12/1989 concerning formation of the Nile High Committee to coordinate between the governorates of Cairo and Giza and the Irrigation Department for using the Nile River Surfaces,
And the minutes of the meeting of the Nile High Committee dated 5/8/1990 and approved on 12/8/1990 pertaining to modification of categories of utilization charges for occupying the public territories of the Nile River stream.

Has decided:


Article One
Categories of utilization charges for occupying the public territories of the Nile River stream shall be as follows:

First: Occupancy of public territories for the purpose of storing equipment and substances:


1- Inside the boundaries of tourist areas           10 pounds per square meter annually.

2- Inside the boundaries of cities                        4 pounds per square meter annually.

3- Inside the boundaries of villages                     2 pounds per square meter annually.


Second: Occupancy of public territories for establishing factories, mills, supply centers, and residences, etc…


1- Inside the boundaries of tourist areas     

    A) For closed areas                         25 pounds per square meter annually.

    B) For open areas                           15 pounds per square meter annually.

 
2- Inside the boundaries of cities                          

    B) For closed areas                       10 pounds per square meter annually.

    B) For open areas                           6 pounds per square meter annually.

                       
3- Inside the boundaries of villages                      

    A) For closed areas                         5 pounds per square meter annually.

    B) For open areas                           3 pounds per square meter annually.

Third: Occupancy of public territories for entertainment purposes: "casinos-restaurants-parks- anchorages":


1- Inside the boundaries of tourist areas     

    A) For closed areas                         35 pounds per square meter annually.

    B) For open areas                           15 pounds per square meter.

 
2- Inside the boundaries of cities                          

    A) For closed areas                       14 pounds per square meter annually.

    B)For open areas                           6 pounds per square meter.

                       
3- Inside the boundaries of villages                       

    A) For closed areas                         7 pounds per square meter annually.

    B) For open areas                           3 pounds per square meter annually.

Fourth: Occupancy of territories for social purposes like sports clubs, societies and trade unions:

1. Inside the boundaries of tourist areas             1 pound per square meter annually.

2. Inside the boundaries of cities                         0.500 pound per square meter annually.

3. Inside the boundaries of villages                      0.250 pound per square meter annually.

Fifth: Occupancy of territories for purposes of nurseries, plantation and private parks:


1. Inside the boundaries of tourist areas         4 pounds per square meter annually.
2. Inside the boundaries of cities                     2 pounds per square meter annually.
3. Inside the boundaries of villages                 1 pound per square meter annually.

Sixth: Occupancy of territories for establishing parks yielding profits:


1. Inside the boundaries of tourist areas          0.500 pound per square meter annually.

2. Inside the boundaries of cities                      0.250 pound per square meter annually.

3. Inside the boundaries of villages                  0.150 pound per square meter annually.

Seventh: Occupancy of territories for the purpose of anchoring tourist steamships :


1. Inside the boundaries of tourist areas             50 pounds per linear meter from the anchorage annually.

2. Inside the boundaries of cities                         25 pounds per linear meter from the anchorage annually.

3. Inside the boundaries of villages                    12 pounds per linear meter from the anchorage annually.

Eighth : Occupancy of territories for the purpose of anchoring excursion boats, sailboats and ferryboats:

1. Inside the boundaries of tourist areas             15 pounds per linear meter annually.

2. Inside the boundaries of cities                         10 pounds per linear meter annually.

3. Inside the boundaries of villages                     5 pounds per linear meter annually.


Ninth : Occupancy of territories of temporary anchorages for tourist steamships:


A) Inside the boundaries of tourist areas         30 pounds per steamship.

B) Inside the boundaries of cities                     20 pounds per steamship.

C)- Inside the boundaries of villages                 10 pounds per steamship.

 

Tenth: Occupancy of territories for anchoring movable and immovable river units for commercial purposes:

1. Inside the boundaries of tourist areas            20 pounds per linear meter annually.

2. Inside the boundaries of cities                        10 pounds per linear meter annually.

3. Inside the boundaries of villages                     5 pounds per linear meter annually.

 

Eleventh: Occupancy of territories for anchoring immovable residential floating facilities:

1. Inside the boundaries of tourist areas         20 pounds per linear meter annually.

2. Inside the boundaries of cities                     10 pounds per linear meter annually.

3. Inside the boundaries of villages                 5 pounds per linear meter annually.

Twelfth: Occupancy of territories by placing Decophil lines:
- 200 pounds per kilometer or part of it annually.   

Thirteenth: Occupancy of territories by placing pipes or cables for public networks for purposes of irrigation, drainage, drinking, electricity or phones:

1. The first 50 meters or part of it                       50 pounds collected once.
2. The second 50 meters or part of it                 75 pounds collected once.
3. The third 50 meters or part of it                    100 pounds collected once.
4. The fourth 50 meters or part of it                  150 pounds collected once.
5. The remaining 50 meters or part of it           200 pounds collected once.

Fourteenth: Occupancy of territories by placing pipes or cables for other purposes or for industrial, commercial or private purposes:
1. The first 50 meters or part of it                  1.500 pounds annually for every linear meter.
2. The second 50 meters or part of it            1 pound collected once.
3. The third 50 meters or part of it                  0.750 pound collected once.
4. The fourth 50 meters or part of it                0.500 pounds collected once.
5. The remaining 50 meters or part of it        0.250 pounds collected once.
Article Two
The competent authorities should implement this decision starting from 12/8/1990.

Article Three
This resolution shall be published in the Egyptian Gazette.
